He is indeed from the cartoon Invader Zim. Dib is the arch nemesis of Zim and every time stops his evil plans of world domination. Of course at the same time Zim manages to destory Dib's attempts at exposing the alieness that is Zim. They're equal in strength, just on different sides. I originally drew this picture without the shading, but after scanning it in I figured it looked too plain so I colored it in with my little paintbucket tool thingie. It doesn't look too bad...
