RNPS Web Site Brainstorming Meeting Minutes


Office of Radiological, Nuclear, and Process Safety Regulation for TWRS Privatization Contractors (RU) Web Site Planning Meeting #2

Thursday 9am-11am, February 6, 1997, Room 180, Federal Bldg., Richland, WA

Attending:
Rick Johnson, Dana Roberson, Mike Talbot, Tom Sheridan, Cindy Moody-Brock, Lynn Hendricks, Kevin Linn, Rita Bieri, Mike Terry, Jenny Oelerich, and Yvonne Sherman.


Introduction
Rick Johnson summarized the effort at and since the last RU Web Site planning meeting in November. He also presented the agenda and the goals for the meeting. The goals were 1) to provide information on the overall RU Information Management Strategy and 2) to reach a consensus on how the RU Web Site fits into the RU Information Management Strategy.


Overview of the RU Information Management (IM) Strategy
Jenny Oelerich presented a flowchart of the overall Information Management Strategy identifying the inflows, outflows and decisions in the processing of documents and correspondences. The Web Site Management was shown as an element in the strategy whereby nonproprietary information would be made available to the public.


Status of IM-related Activities
It was indicated that the request for scanning of documents into the RMIS was currently being processed. Mike Talbot said that he would work with Jenny to get the approvals through the system as soon as possible. It was noted that a backlog of documents is developing that need to be scanned before they can be made available to the Web.


Candidate Approaches for Web Site Information Flow
Three candidate approaches were presented: 1) provide *only* scanned documents to the Web; 2) provide both scanned and original electronic files to the Web; and 3) provide all documents to the Web and rely on password protection to restrict access to draft and proprietary information.

It was also suggested that Web Site be expnaded to provide training ("distance learning") and an on-line teleconferenceing capability.

Because of the current concern for security, it was agreed that proprietary documents should be kept off the Web, regardless of whether or not a password protection capability was implemented for limited access to draft review documents.

Dana Roberson offered the use of ANL "caucussing" capabilities off site to provide an efficient mechanism for draft document review. She agreed to provide additional information on the forums and caucusses currently employed by the Department Standards Committee.

With regard to teleconferencing capabilities it was noted that not everyone was using the Internet, nor did everyone care to employ the advanced teleconferencing capabilities presently coming on-line. Rick Johnson discussed an example of distance learning that used a type of teleconferencing to simulate classroom instructions (see space.edu for example of university courses on-line). It was noted that training may be a very useful future application for the RU Web Site.


Consensus on plan
The general consensus was that initial implementations of the RU Web Site should offer access to RMIS scanned images of documents and also offer original electronic document files (to speed up downloading and allow key word searches), if cost effective. Work on expanded Web Site options should proceed at a slower pace and only with good justification of the benefits against the costs.

Mike Talbot/Jenny Oelerich
- Push request for RMIS scanning through the system. Date needed: February 14.

Mike Talbot/Lynn Hendricks/Kevin Linn/Rick Johnson
- Provide quick changes to prototype web site in order to allow release to public in draft format. Specifically, change Draft statement and place on each page, revise Welcome page to remove reference to "environment" and other word changes, and provide revised org charge and openness plan objective. Date needed: NOW (February 6).

Mike Talbot / Tom Sheridan
- Ask Al Ankrom to poll prospective review team members on their Internet technical capabilities to determine what interest exists for on-line review and commenting. Date needed: March 15.

Kevin Linn / Lynn Hendricks/ Cindy Moody-Brock
- Provide cost estimate for person to work inhouse in RU organization to upload Word Perfect documents to the Web Site. Date needed: March 15.

Dana Roberson
- provide additional information on ANL-developed DSC report review and commenting capabilities via on-line, web-based caucusing and forum groups. Date needed: March 15.
