-
PRIMARY OBJECTIVE: Support organizational missions by
analyzing systems and producing creative solutions.
-
- PRIMARY SKILLS:
- Simulation and analysis of nuclear facility behavior using
both parametric and deterministic computer codes;
- assessment of advanced nuclear systems computer codes against
operational and experimental data;
- facilitating a consensus of individuals with diverse
viewpoints and backgrounds; and
- creating innovative processes and policies for regulatory
agencies.
-
- WORK SUMMARY: Nearly thirty years international
experience in the nuclear field. Recently adapted the Necessary
and Sufficient Set of Standards (NSSS) concept to create a
hazards-based, facility-specific approach contractors use for
identifying standards they must follow to ensure adequate safety
of a nuclear facility. Coordinated international assessments of
large deterministic state-of-the-art computer codes that model
phenomenology in nuclear power plants and experimental facilities.
Previously performed thermal-hydraulic nuclear facility
simulations and analyses. Developed and assessed nuclear safety
computer codes and provided user support. Accomplished technical
reviews and safety assessments. Directed a nonprofit institute
advocating telecommuting to save lives, prevent injuries, and
improve health for information-age workers. Many other
accomplishments.
-
- CAREER:
-
- 1999 - present: Semiretired. Some work performing regulatory
policy review, though most accomplishments during this period
involved managing personal finances, real estate, ranch, and other
assets at home, while devoting time to family.
-
- 1997 - 1999: Founder and Director, Telecommuting Safety &
Health Benefits Institute (TSHBI).
Created concept that increased telecommuting saves lives and
improves the health for millions of people worldwide. Founded a
web-based institute to promote concept to government agencies,
business leaders, and the public. Received acclaim
for this effort. Columnist for Telecommute magazine.
-
- 1984 - 97: Section Leader / Technical Staff Member, University
of California - Los Alamos National Laboratory. Supported
development and operation of the Office of Safety Regulations
(OSR) for US Department of Energy - Richland Operations. Co-author
of OSR foundation
documents and a primary author of DOE/RL-96-0004. Coordinator
of international code assessment project (SR5CAP) for US Nuclear
Regulatory Commission (NRC). Resident engineer and technical
support for DOE-funded work at Hanford, Washington site.
Previously, chaired NRC-funded international experts review of
SCDAP/RELAP5 severe-accident simulation computer code. Performed
MIST calculations using the MELCOR PRA severe-accident analysis
code. One-year research leave to Nuclear Electric, plc, United
Kingdom for assessment of post-critical heat flux models in the
TRAC power plant safety analysis computer code. First five years
performed safety studies related to nuclear facility transient
behavior, MELPROG/TRAC simulation and analyses, TRAC code
assessment, and TRAC computer code user support.
-
- 1983 - 84: Nuclear Engineer, Westinghouse Electric
Corporation. Responsible for verification and benchmarking of
numerous boiling water reactor (BWR) fuel-management computer
codes, development and coordination of BWR core on-line monitoring
system benchmarking and fuel management / reload analysis.
-
- 1982 - 83: Faculty Research Assistant, Oregon State
University. Responsible for operation of high-speed motion neutron
radiographic facility and construction of Sphere-Pac fuel
shear-testing apparatus.
-
- 1975 - 81: Consulting Nuclear Engineer for mineral-detection
manufacturer.
-
- 1972 - 73: Technician, Teledyne Wah Chang. Mass spectroscopy,
other laboratory techniques.
-
- EDUCATION, PUBLICATIONS, OTHER: MS/BS, Nuclear
Engineering, Oregon State University. Numerous technical reports,
papers, articles, newsletters. Member American Nuclear Society.
Phi Kappa Phi and Alpha Nu Sigma honor societies. President of Tau
Kappa Epsilon fraternity. Substitute teaching license (K-12).
Private pilot.
