Placing backgrounds to a web page a with Netscape Composer

From FORMAT menu, choose PAGE COLORS AND BACKGROUNDS

Click the COLORS AND BACKGROUND tab

For a picture as a background, choose the image you have saved to disk by clicking CHOOSE FILE, select your file, click OPEN,  and click OK

For a different colored solid background, select USE CUSTOM COLORS, click on the rectangles to change the colors of normal text, links, and backgrounds, and click OK.
