Step 1:  Put the bead on and start the thread at about the 1/2 way point on the shank of the hook.  Step 2:  Tie in the silver tinsel (or flashabou), wrapping the tread to the beand of the hook and then to just behind the bead head.  Be sure that you keep the thread base very even so that the tinsel lays flat.
