Hershey Kisses
Orange Frosting
Striped shortbread cookies (Keebler)

Turn the cookies upside down so that the chocolate side is up. Put a small ribbon of frosting around the outside of an unwraped kiss. Place it in the center of the cookie. Place another ribbon at the base of the kiss to look like the hat band. Enjoy!
