2003 WO CS FAIR
INVENTORY GUIDANCE
- Include
all valid vacancies in the inventory. (Include expected fire and other
seasonal requirements/vacancies)
- This
is a system for positions – not names.
Names are just included for convenience. Remember do not delete a name if the
position is still valid.
- Administrative
and other support functions such as HR, PAO, IT, Budget, etc. should be
coded in the specific function code for their activities.
- Include
SCEP/STEP and post docs in the functional area that they support. If the
position is administrative in nature it should be placed in the
appropriate 000 support code (i.e. B000 for a student providing clerical
support in the HR organization).
- For
intermittent employees determine their % of an FTE by calculating their
actual hours based on a 2007 hour work year. Round up to the appropriate
percentage in 5% increments.
- Function
codes must be broken down to a minimum of 25% (if applicable). You are
encouraged to be as accurate as possible and may go as low as 5%.
- Do not
code Job Corps. All Job Corp
functions will be coded by Center Directors, Jim Everage,
the SYVP office, and the WO.
- Only
use the FS function codes that are found on the CS website developed by
the FAIR team in Milwaukee. These function codes are also found on and
linked from the Strategic Workforce Inventory Database.
- To
determine IG functions, refer to the OFPP policy letter 92-1 (found on the
CS website). Use the Inherently Governmental (IG) guidance developed by
the FAIR team in Milwaukee, found on the CS website as examples of when to
use the IG code.
- You are not required to
designate Core functions in this year’s inventory. You have the
option to use Reason code A to designate Commercial but Core functions. The
use of this reason code will be used only as an indicator of the Forest
Service view of what is Core for this year. Written determination is
required to submit this reason code to OMB. The WO will change A reason
codes to B before submission to USDA, but will retain the original
data to assess the view of the field. The agency will ultimately determine
Core functions and submit a written determination. The following is a
description of a Core function; A Core function is a function that is
commercial in nature but is essential to maintain in order to execute the
Mission of the organization. It is a small cadre of highly skilled
employees that have the expertise and knowledge of a particular
technical or scientific area which must be maintained within the
Government to ensure continued Mission accomplishment or meet emergency
requirements.
